STUDENT  SUSPENSION

(Student Alternative to Suspension Program)

An Alternative to Suspension Program may be offered to eligible students in place of a traditional out-of-school long-term suspension. 

Students meeting the following requirements may participate in an alternative to suspension program described below at the determination of the Superintendent or his/her designee:

A.  School administration has determined and recommended that a long-term suspension from school is the appropriate consequence for an offense.

B.  The Superintendent or his/her designee has recommended student for the Alternative to Suspension Program pursuant to JKD-E.

C.  The student has either:  1) Admitted to or taken responsibility for the act upon which suspension was imposed in a written statement signed by the student and attested to by the student's parent or guardian; or 2) The Superintendent, a hearing officer designated by the Superintendent, or the Governing Board has decided, following a hearing, that assignment to the Alternative to Suspension Program is appropriate.

D.  The student and parent or guardian has received a written admonition that the suspension as originally determined will be imposed summarily and in its entirety should the student violate the conditions or requirements of the Alternative to Suspension Program.  (Note: Follow appropriate dismissal procedures.)

E.  Parent(s) or guardian(s) shall agree to participate by:

1.  Providing transportation as necessary to and from the program location.  No District transportation will be offered for students assigned to the Alternative to Suspension Program.

2.  Establishing and monitoring in consultation with the school a supervisory routine limiting the student's contact to that which is necessary with other students during the program.

Once the administrator determines that a student is subject to long-term suspension and is eligible for an Alternative to Suspension Program, parent/student may select the Alternative to Suspension Program or a traditional long-term, out-of-school suspension.  The disciplinary record of a student participating in, and successfully completing, the Alternative to Suspension Program will not reflect a long-term suspension.

The Alternative to Suspension Program is to be one of social isolation.  It shall be discipline intensive, requiring academic work and as determined may involve community service, groundskeeping and litter control.  Parents will participate by providing support and supervision.

A.  Students will be isolated from others by means of barriers or distance at a location determined by the District.  No participation in any school sponsored activity will be permitted during the program.

B.  The Alternative to Suspension Program is for a shortened day.  Parents and students will be advised of the hours of the Program upon recommendation, which shall generally be:  four (4) hours of instruction and time for lunch, elementary and high school students; five (5) hours of instruction and time for lunch, middle school students. 

C.  Communication by students with others will be limited to adult District staff or as directed by the adult supervisor on duty.

D.  Ordered study time will be established for each student consistent with the number of classes in which the student is enrolled, divided proportionately through the academic day.

E.  Credit will be given for work completed while participating in the Alternative to Suspension Program.

F.  Students are confined to their assigned areas and seats except as designated by the supervisor.  All personal maintenance will be planned and approved by the supervisor.

G.  Students are to bring all books, workbooks, paper and necessary instruments for each class in which they are enrolled to the program daily and take the same material home each day of the program.

H.  Protocols for implementation of the Alternative to Suspension Program following the requirements above may be established by the administrator at each location.

If the underlying offense for the recommendation to suspend is threatening an educational institution and the District offers student placement in the Alternative to Suspension Program, student must also participate in mediation, community service, restitution or another program through which student takes responsibility for the threat.  The District may also require the student's parent or guardian to participate in mediation, community service, restitution or another program through which the parent or guardian takes responsibility with the student for the threat.  

Participation  in  Graduation  Ceremony

Students who are in the Alternative to Suspension Program during the Spring semester of their senior year, have earned the required credits to graduate and are eligible to receive a diploma may receive a diploma while attending the Alternative to Suspension Program.  These students are not eligible to participate in the graduation ceremony.

Readmission

A student who has served the full length of his/her long-term suspension will be readmitted to the District.  A student who has completed the full length of his/her Alternative Education Program will be re-admitted to the school of attendance prior to the assignment of the Alternative Education Program, unless the student and administration determine that enrollment in a different high school campus is appropriate.
