OPEN  ENROLLMENT

In accordance with state law, the District has established an open enrollment policy and program as set forth in A.R.S. 15-816 and A.R.S. 15-816.01 et seq.  No tuition shall be charged for open enrollment, except as authorized by applicable provisions of A.R.S. 15-764, 15-797, 15-823, 15-824, and 15-825.

The open enrollment program described in this policy shall be placed on the District website and made available to the public upon request.  The District will update on each school's website the school's capacity and whether the school is currently accepting open enrollment students, by grade level, at least once every twelve (12) weeks unless there are no changes to report for the individual school.

For purposes of this policy, a nonresident student is a state resident who resides outside of the District's boundaries but who seeks to enroll in the District.  A resident transfer student is a state resident who resides in the District's boundaries but who seeks to enroll in a school outside of the student's attendance area.  The process is the same for resident and non-resident transfer students.  However, resident transfer students are given priority placement over non-resident transfer students. 

The Superintendent shall develop and implement an administrative regulation and any other documents needed to administer the District's open enrollment program, including the District’s application process, standards for acceptance, capacity determination, enrollment priorities, transportation provisions and interscholastic eligibility.

Except as provided in A.R.S. 15-816.01, a school may not limit admission based on the following: ethnicity or race, national origin, sex, income level, disability, proficiency in the English language, or athletic ability.  

The Open Enrollment application must be completed and submitted to the school in which the student seeks to enroll, outside of the designated school boundaries.  Applications for open enrollment may be submitted to the school starting the first business day in November for the next school year.  Acceptance of an open enrollment student is on a year-by-year basis, however, students do not need to re-apply unless they are seeking enrollment at another school site.  Building administrators will notify the parents of non-renewed open enrollment applicants by May 1st.

Failure to disclose factually accurate and truthful information on the District's Open Enrollment Application may result in revocation of the student's acceptance.
