ADMISSION  OF  TRANSFER  STUDENTS

(Academic Credit Transfer)

Academic credit for students who transfer from private or public schools shall be determined on a uniform and consistent basis.

Elementary

Academic credit for placement in the common school subjects and grades shall be based upon teacher recommendations and previous grade level assignments subject to the determination that the student can meet the standards adopted by the State Board of Education for the grade level assignment.

Credit  for  Graduation  Requirements

Each student who enrolls and requests the transfer of academic credits to fulfill graduation requirements shall be provided with a list specifying the courses for which credit has been accepted as core credit and those for which credit has been accepted as elective by the District.  Transferred credit from a school or district that was not formed for the purpose of providing career and technical education, and that satisfies any of the following criteria may be acceptable for fulfilling District graduation requirements:

A.  The credit meets descriptors of core credit or other requirements and was from a course taught by a teacher certificated by the Arizona Department of Education in the subject or area of the credit.

B.  Awarding of the credit was based upon an assessment that included the standards adopted by the State Board of Education and evidence of the student having achieved the standards is provided.

Credit for courses that are not career and technical education courses from a joint technical education district, or other school or district that was formed for the purpose of providing career and technical education, shall transfer as follows:

A.  Credit for courses not connected to a career and technical education course shall be accepted as elective by the District, subject to the student's option to take an examination on the course subject matter to show mastery adequate to qualify as core credit, as provided for all transferred credit accepted as elective by the District.

B.  Credit for core courses that are embedded, or deemed to have been taught in conjunction with a career and technical education course, shall be accepted for core or elective credit only after the student shows mastery of the course subject matter by taking an examination.

Transfer students who wish to graduate from a Higley Unified School District (HUSD) high school must meet District graduation requirements.  In addition, students must earn at least two (2) credits from one (1) of the District high schools and be enrolled in the school granting the diploma in the semester of graduation.

Courses successfully completed prior to the ninth (9th) grade that meet the high school mathematics credit requirements may be applied toward satisfying the high school graduation requirements.  These courses must be reflected on the transferring student's transcripts.

Foreign exchange students who wish to graduate from an HUSD high school must meet the District's graduation requirements.  A translated transcript from the student's current high school must be provided to the District so that academic credit evaluation can occur.  Students who have graduated or received a equal credential from another country are not eligible for a high school diploma.

Grade-point average (GPA) for transferring students is recomputed according to courses receiving weighted grades at the receiving school, so that students' GPAs are computed the same for all students at any HUSD high school.

When transfer credit is not accepted as a core credit, within ten (10) school days the student may request to take an examination on the course subject matter designed and evaluated by a teacher in the receiving school who is certificated in and teaches the subject matter of the course for which the credit was requested.  Upon receiving a satisfactory score as determined by the teacher, course credit will be awarded as core credit.  All core credit courses must meet the standards adopted by the State Board of Education where such standards exist.  Where standards have not been adopted by the State Board of Education, core credit courses must meet the standards established for the school to which the student has requested a transfer of credit.
