Assignments
The Superintendent will determine all professional staff assignments. Such assignments shall be based on the needs of the District, program needs, and principal recommendation(s). In addition, no right to school, grade, or subject assignment shall be inferred from the teacher's contract.
Transfers
The procedure for assignment and transfer of professional staff members will be based on the needs of the instructional program. Assignments may be changed to serve the best interests of the District and students. The Superintendent shall have the responsibility for the assignment of all personnel throughout the District in case of transfer.
Professional staff members may apply for transfer or reassignment, whether or not a vacancy exists. Generally, transfers will not be approved during the school year unless the needs of the District dictate such approval.
It shall be the policy of the Board that certificated personnel be assigned on the basis of their qualifications, the needs of the District, and the employee's expressed desires. When it is not possible to meet all three (3) conditions, personnel shall be assigned first in accordance with the needs of the District, second where the Superintendent determines the employee is most qualified to serve, and third as to expressed preference of the employee.
From time to time, the Board may determine that it is fiscally prudent and in the best interest of the District to change school attendance areas or close schools ("District restructuring"). If the Superintendent determines that there is a need for involuntary transfer of professional staff due to District restructuring, the District shall utilize the same rubric criteria and weights assigned to them to select the professional staff members who are involuntarily transferred, which are set forth in District Regulation GCQA-R (Professional Staff Reduction in Force).
In the case of vacancies in new or existing positions when there is no involuntary transfer program due to District restructuring, first consideration will be given to qualified applicants among current employees. Qualifications may include seniority, previous teaching experience, and certification and endorsement.
The resolution of any conflicts over the need for a transfer shall be based on what is best for the instructional program, the needs of the students, and the overall needs of the District as defined by the Superintendent.
Prescribed Forms and Procedures
The Executive Director of Human Resources or designee shall design prescribed forms and procedures to manage requests for transfer, District restructure, and transfers for program implementation.
