PART - TIME  AND  SUBSTITUTE  PROFESSIONAL  STAFF EMPLOYMENT

Substitute  Teachers

The Superintendent will screen all applicants for substitute positions and recommend substitute teachers to the Board for approval.  The Superintendent will establish regulations to ensure that all substitutes used in the schools are on the Board-approved substitute list.

Substitute  Professional  Staff  Members

The Superintendent (and not a designee) may employ, when conditions warrant, temporary or part-time personnel on a per diem or time card basis.  This authority is subject to the following conditions:

●  Continued employment of any such person shall be subject to confirmation and approval by the Board at its next official meeting.

●  The employee shall be hired on a per diem basis and shall be compensated in accordance with the requirements and limitations of existing contracts that cover similar positions or employees.

●  In addition to the conditions set forth above, the temporary assignment of a person to a supervisory or administrative position shall be preceded by notification to the Board.  The Superintendent will detail the circumstances that created the need for the part-time employment.

Job  Sharing

Definitions:

●  Job sharing means the sharing of one full-time position by two (2) employees.

●  Job-sharing position means a full-time position that is shared by two (2) employees.

Limitations:

●  For regular classroom positions, grades one (1) through five (5), there shall be no more than one (1) job-share position per school.  Kindergarten, special area, and middle school certificated positions, as well as administrative positions, also may be considered for job sharing.

●  There shall be no more than five (5) certificated and one (1) administrative job-share position District-wide.

●  Generally, each job-share participant must work a 0.5 full-time equivalent (FTE).  In exceptional circumstances, the Superintendent may consider requests for job sharing on other than a 0.5 FTE.  (For example, 0.45 for one employee and 0.55 for the other; or 0.6 for one employee and 0.4 for the other.)

●  No job sharing may occur without a recommendation by the Superintendent.  The Superintendent has the discretion to deny any or all job-sharing requests.

●  The District is under no obligation to continue job sharing beyond any school year.

●  No employee may occupy a job-share position for more than three
(3) years without a finding by the Superintendent that it is in the
best interest of the District to continue the job sharing.  In making
this finding, the Superintendent shall consider, among other factors, whether or not permitting the continuation will result in the denial of job-share requests by other employees.

Procedures:

●  Any two (2) employees interested in job sharing a position shall submit a written proposal to the Superintendent prior to March 15 of the semester preceding the beginning of a new school year.  The request for job sharing must include a detailed plan concerning how the position will be divided between the two (2) employees and must be signed by both employees and their supervisor.  A separate request for job sharing shall be submitted for each school year in which an employee seeks a job-share position.

●  Job-share participants who wish to return to full-time employment or part-time (non-job-share) employment shall submit their requests to the Superintendent prior to March 15 of the semester preceding the beginning of a new school year.

Benefits:

●  Eligibility for District benefits will be determined in accordance with the District's employee benefits policies.

Contract considerations:

●  For certificated employees the written contract will bear the notation that it is a job-sharing contract pursuant to this policy.

●  Any years of job sharing will not count for purposes of determining years of employment to obtain tenure.  Tenured teachers must work at least 0.4 FTE to retain tenure status.

●  Job-share participants will be required to attend all faculty or staff meetings, open houses, parent conferences, report card planning meetings, grade-level and/or department meetings, workshops, beginning of the school year (nonstudent) days, and other special occasions at no additional compensation.  If the District compensates full-time employees for attendance at any of the foregoing or other matters or functions, job-share participants will receive the same compensation.

●  Job-sharing positions may be granted for a period of one (1) school year.  Before the end of a school year, the Governing Board may, at its discretion:

■  Offer one or both participants part-time (non-job-sharing) positions for the following school year; or

■  Offer one or both participants job-sharing positions for the following year if one or both of the employees have so requested; or

■  Offer one or both participants full-time positions for the following school year; or

■  Avail itself of any statutory rights regarding nonrenewal or dismissal of certificated employees.

●  In the event that job sharing is terminated during the school year for any reason, including resignation, dismissal, or placement on leave of absence of one of the participants, the other participant must accept a full-time position for the remainder of the school year if offered one by the Governing Board.  Failure to accept such a position, if offered, constitutes a violation of District policy and is grounds for termination.
