EXTRACURRICULAR  ACTIVITY
ELIGIBILITY

Grades  Six  through  Eight

Grades six (6) through eight (8) extracurricular activities are:

A.  All interscholastic activities that are of a competitive nature and involve more than one (1) school where a championship, winner, or rating is determined; and

B.  All endeavors for which no credit is earned in meeting promotional requirements that are of a continuous and ongoing nature, organized, planned, or sponsored by the District consistent with District policy.  Activities that are an integral part of a credit class shall be exempted from the rule.

Glossary or terms:

A.  Eligibility interval - A grading period interval of four and one-half (4.5) weeks.

B.  Cumulative grade - A report on student progress/achievement from the beginning of the term until the recording of a final grade for the course.

C.  Subsequent check of grades - The progress report pulled from the grade management system every two (2) weeks following an eligibility interval shall serve as the subsequent check for students who were declared ineligible on the preceding grade report for reinstating purpose only.

D.  Satisfactory progress toward promotion or graduation - Satisfactory progress toward eligibility will be made when a student earns a passing grade in each class in which he is enrolled.

Eligibility  For  Participation  in
Extracurricular  Activities

To be eligible, students must earn a 2.0 "C" average and no grade below a 1.5. Under the new grading policy, a student with a 1.5 or higher on the grading scale would be considered "eligible."  If a student earns a grade lower than a 1.5, they would be considered "ineligible" and the student would not be eligible to compete.  A student who is declared eligible at the end of an eligibility interval will remain eligible for the succeeding eligibility interval.

A student who is declared ineligible may remain in extracurricular programs in order to maintain his level of preparedness by participating in practices, et cetera.

Reporting  of  Academic  Progress
and  Eligibility  Status

All students and their parents/guardians shall receive written notice of academic progress in the form of a student progress report and at the end of each eligibility period in the form of a student report card.

A student receiving a grade of 1.49 or less, (F) shall be deemed ineligible for the succeeding eligibility interval. 

Notice  of  Ineligibility

Students deemed ineligible for extracurricular activities shall be notified of the term of the exclusion from participation.  The student and parents/guardians will be notified.  Students will have a two (2)-week window to re-establish eligibility.  Teachers will determine the guidelines for students to improve their grades for re-establishment in their class; and will utilize the parameters as described in the Equitable Grading Guidance document under the Multiple Opportunities section.

Tutoring

Tutoring opportunities will be available for students who have pending ineligibility or have been declared ineligible.  The administration at each school will develop a tutoring program based on the needs of their students.

Special  Students

Eligibility for special education students will be determined on a case-by-case basis, based upon individual needs as documented in the individual education plan.  The individual education plan shall reflect an acceptable achievement level for each student.  This includes all special education students who are mainstreamed.

Reinstatement

A student who has been declared ineligible shall remain ineligible until a subsequent check of grades is performed and it is determined that the student meets the eligibility requirements.  A student must be passing all classes and maintain a 2.0/C average to be officially reinstated when the subsequent check of grades is pulled.  If a student does not have passing grades of 1.5 or higher and a 2.0/C average in his/her classes at the monitoring period, the student shall be ineligible to participate until a subsequent check of grades indicates that the student is meeting the eligibility requirements.

Transfer students will be eligible as soon as it is certified that they meet all eligibility requirements.

Student  Ineligibility  Due
to  Misconduct

Any student whose behavior presents a problem or jeopardizes school discipline may be ineligible for participation in extracurricular activities until such time as his behavior warrants reinstatement.

Students ineligible due to misconduct will be ineligible for both practice and competition.  Such students may not participate in any aspect of the extracurricular program.

A student who is suspended out-of-school shall not be permitted to practice or compete in extracurricular activities.  Students subject to in-school suspension for more than one (1) consecutive day shall be ineligible throughout the in-school suspension period.

Establishment  of  Regulations

The Superintendent shall establish regulations to ensure that:

A.  Necessary documents in support of this policy are provided to the Arizona Department of Education.

B.  Necessary data related to ineligible students are collected and reported as required by law.

C.  The cultural traditions of students are considered when establishing or enforcing rules related to participation in extracurricular activities.

D.  The requirements of this policy are met.

The Superintendent may develop additional rules or procedures for the proper conduct of extracurricular programs and the implementation of the provisions of this policy.

Grades  Nine  through  Twelve

Grades nine (9) through twelve (12) extracurricular activities are as follows:

A.  All interscholastic activities that are of a competitive nature and involve more than one (1) school where a championship, winner, or rating is determined; and

B.  All endeavors for which no credit is earned in meeting promotional and graduation requirements that are of a continuous and ongoing nature, organized, planned, or sponsored by the District consistent with District policy.  Activities that are an integral part of a credit class shall be exempted from the rule.

Eligibility  For  Participation  in
Extracurricular  Activities

To be eligible, a student shall be required to earn a cumulative passing grade in each course* in which the student is enrolled and maintain a 2.0 average.  A student who is declared eligible at the end of an eligibility interval will remain eligible for the succeeding eligibility interval.

A student who is declared ineligible may remain in extracurricular programs in order to maintain his level of preparedness by participating in practices, et cetera.

*  Exception:  Each District high school student is required to take a full course load of six (6) classes.  A senior needing fewer than six (6) classes to complete graduation requirements, who is employed or pursuing postgraduate studies, may apply to the high school principal for a waiver of the requirement.  If the waiver is granted, the student may take only the remaining courses needed to meet the graduation requirement.  No student may take a course load of fewer than five (5) class periods.

Reporting  of  Academic  Progress
and  Eligibility  Status

Student progress at the four and one-half (4 1/2) week and nine (9) week intervals shall be reported as follows:

4.0 - 3.12  =  A 

3.11 - 2.45 = B

2.44 - 2.0   = C 

1.99 - 1.50 = D

1.49 - 1.00 = F

NC = non-credit status which does not affect eligibility until the end of the semester when it is treated as an F.

NG = no grade, given when a student is enrolled for ten (10) days or fewer and does not affect eligibility.

A student receiving a grade of 1.49 or less/F on the student report card shall be deemed ineligible for the succeeding eligibility interval.  

Notice  of  Ineligibility

Students deemed ineligible for extracurricular activities shall be notified of the term of the exclusion from participation and the conditions necessary to receive a passing grade.  The student and/or parents/guardians will be notified.  Reasonable attempts will be made to maintain the privacy of each student.

C.  The cultural traditions of students are considered when establishing or enforcing rules related to participation in extracurricular activities.  A school district governing board, a charter school or an interscholastic athletic association, of which a school district governing board or charter school is a member, may not prohibit a pupil from wearing a religious or cultural accessory or hair piece while participating in an extracurricular or athletic activity, if the accessory or hair piece does not jeopardize the health or safety of the pupil or any other person participating in the activity, as determined by the supervisor of the extracurricular activity or the officiant of the athletic activity.

D.  The requirements of this policy are met.

The Superintendent may develop additional rules or procedures for the proper conduct of extracurricular programs and the implementation of the provisions of this policy.
